Requirements To Complete
About This License
There are three types of Virginia contractor’s licenses: Class A, Class B, and Class C. The licenses are generally based on the monetary limits of projects that your business will be bidding on.
Virginia Class A contractors are unrestricted in the dollar amount of contracts they may complete.
Virginia Class B contractors can perform work on or manage projects up to $120,000 per project or $750,000 yearly.
Virginia Class C contractors can perform work on or manage projects that are greater in value than $1,000 (but not more than $10,000) but not more than $150,000 yearly.
Requirements to Obtaining Your License
A contractor’s license is required in Virginia when the project exceeds $1,000.
Class A Contractor Requirements:
- Complete 8 Hour Pre-Licensing Course
- Pass General, Advanced, and Law exams
- Pass any specialty exams required for your trade
- Submit an Application to the State
- Show 5 years experience and a net worth of at least $45,000
Class B Contractor Requirements:
- Complete 8 Hour Pre-Licensing Course
- Pass General and Law exams
- Pass any specialty exams required for your trade
- Submit an Application to the State
- Show 3 years experience and a net worth of at least $15,000
Class C Contractor Requirements:
- Complete 8 Hour Pre-Licensing Course
- Pass any specialty exams required for your trade
- Submit an Application to the State
- Show 2 years experience
Applying For Your License
Applications for licensure can be obtained from the Virginia Department of Professional and Occupational Regulation State Board for Contractors by calling 1-804-367-8511. Application fees are as follows:
- Class A: $385
- Class B: $370
- Class C: $235
Exam Details
- Fees for the exams are $40 for the 1 portion, $72 for 2 portions or $85 for 3 portions.
- Virginia requires that a specialty exam must be passed in your specific field to obtain a license. These vary depending on the scope of work you are trying to get licensed for.

Virginia Portion (Class A and B)
- 24 Questions, Time limit of 48 minutes
- 75% is required to pass
- Topics on the exam include regulations of contractors; board rules and regulations; building codes; transaction recovery fund; Virginia erosion and sediment control regulations.
General Portion (Class A and B)
- 50 questions and a time limit of 100 minutes
- 70% is required to pass
- Topics on the exam include business organization; estimating and bidding; contract management; project management; risk management; safety; labor laws; financial management; federal and state taxes; and lien laws.
Advanced Portion (Class A only)
- 24 questions and a time limit of 60 minutes
- 71% required to pass
- Topics on the exam include business organization; estimating and bidding; contract management; project management; risk management; safety; labor laws; financial management; federal and state taxes; and lien laws.

The following references are permitted to be taken into the examination. These references may be tabbed (with a permanent index tab) and highlighted. “Virginia Contractor’s Guide to Business, Law, and Project Management” is available for purchase from our online contractor’s bookstore. The NASCLA Business and Project Management for Contractors reference contains all of the information needed for responding to the questions on the General and Advanced portions of the Contractor examination.
