About the California Construction Zone Traffic Control License
A construction zone traffic control contractor prepares or removes lane closures, flagging, or traffic diversions, utilizing portable devices, such as cones, delineators, barricades, sign stands, flashing beacons, flashing arrow trailers, and changeable message signs, on roadways, including, but not limited to, public streets, highways, or any public conveyance.

This is a multiple-choice examination with four choices per question. Examination questions are written to provide only one BEST answer. Some questions require mathematical computation. A calculator will be provided. There is no penalty for guessing. If you are unsure about a particular question, it is better to try to answer the question than to leave the question blank. Plenty of time is provided to answer all examination questions, so be sure to read each question and its four choices completely and carefully before selecting the BEST possible answer to the question.
The Construction Zone Traffic Control (C-31) Examination is divided into five major sections:
1. Planning and Estimating (18%)
• Designing traffic control plans
• Reading and evaluating plans to determine the scope of work
• Evaluating compliance with California Manual on Uniform Traffic Control Devices (MUTCD) and other regulations
• Estimating material, equipment, and labor costs
2. Notifications and Coordination (11%)
• Verifying permits for traffic control projects
• Notifying the public and the appropriate agencies regarding traffic control
• Coordinate with other agencies and contractors for traffic control projects
3. Traffic Control Installation (51%)
• Developing installation plans with contingencies
• Installing traffic control devices
• Procedures for flagging
• Inspecting and maintaining traffic control zones
• Removing traffic control devices
• Implementing lane closures
4. Transportation and Training (8%)
• Load, transport, and unload materials and equipment
• Training flaggers and employees in traffic control
5. Safety (12%)
• Personal protective equipment
• Evaluating traffic control equipment
• Implementing safe environments and emergency procedures

The Construction Zone Traffic Control Manual briefly covers the major topics of the State exam including Temporary Traffic Control Elements, Channelizers and Barricades, Sign Installation, Portable Changeable Message Signs, Flashing Arrow Signs, Pavement Markings, Crash Cushions, and Flagging. The manual also includes a summary of English vs. Metric Units.
The Math Review Lecture covers the math formulas in the first part of the Construction Zone Traffic Control manual.
Very few students have taken the C-31 exam, so there has been very little feedback on this course. While there is currently only one practice exam, it is important to read and understand each question, and read every word of the explanations. It is necessary to learn the principles behind the question because the State’s questions may be worded differently.
The C-31 Construction Zone Traffic Control Contractor’s Computer-Assisted Practice Tests are supplied on a computer disk which will load a software program on the student’s computer. The program presents questions one at a time, automatically scores the exam, presents the student with a grade, and lists each question answered incorrectly along with the correct answer.
