About the California Lock and Security License
A lock and security equipment contractor evaluates, sets-up, installs, maintains and repairs all doors and door assemblies, gates, locks and locking devices, panic and fire rated exit devices, manual and automatic operated gate and door closures and releases, jail and prison locking devices and permanently installed or built in safes and vaults. This classification includes but is not limited to master key systems, metal window guards, security doors, card activated and electronic access control systems for control equipment, motion and other types of detectors and computer systems for control and audit of control systems and other associated equipment. Fire alarm systems are specifically not included in this section.

The Lock and Security Equipment (C-28) Examination is divided into six major sections:
1. Planning and Estimating (24%)

• System design
• Project and material costs
2. Doors and Hardware (18%)
• Locks, hardware, and closing devices
• Exit devices
• Doors and frames
3. Electronic Locking Systems (20%)
• Wiring
• Locking and operating devices/software
• Controls, surveillance, and accessories
4. Mechanical Locking Systems (20%)
• Lock cylinders
• Key generation
• Lock bypass
• Master key systems
5. Safes, Vaults, Security Containers, and Video Systems (7%)
• Safe installation and repair
• Vaults and other security containers
• Safe deposit locks
• Drilling/penetrating safes
• Installing and repairing video systems
6. Safety (11%)
• Personal protective equipment (PPE)
• Power tools and equipment
• Work in elevated areas

This is a multiple-choice examination with four choices per question. Examination questions are written to provide only one BEST answer. Some questions require mathematical computation. A calculator will be provided. There is no penalty for guessing. If you are unsure about a particular question, it is better to try to answer the question than to leave the question blank. Plenty of time is provided to answer all examination questions, so be sure to read each question and its four choices completely and carefully before selecting the BEST possible answer to the question.
The Lock and Security Manual briefly covers the major topics of the State exam including California State Accessibility Standards, Fire Doors and Windows, Garage Door Openers, Fundamentals of Master Keying, Doors, Safes, Plan and Circuit Symbols, and Basic Electrical Theory. The last section of the Lock and Security Manual covers the Health and Safety Orders.
The Math Review Lecture covers the math formulas in the first part of the Lock and Security manual. The Health and Safety Lecture covers the Health and Safety Orders at the end of the Lock and Security manual.
Please be sure that your students study all of the practice exams. It is important to read and understand each question and read every word of the explanations. It is necessary to learn the principles behind the question because the State’s questions may be worded differently.
The C-28 Lock and Security Contractor’s Computer-Assisted Practice Tests are available online using an activation page with a unique code. The program presents questions one at a time, automatically scores the exam, presents the student with a grade, and lists each question answered incorrectly along with the correct answer.
