Requirements To Obtain a West Virginia HVAC Contractor License
The West Virgnina HVAC Exam is an open book 180-minute exam that requires a 70% score to pass. To use your time efficiently in the exam, it is extremely helpful to prepare in-depth and have your book tabbed and highlighted prior to the exam. Highlighting, tabs and written notes in reference materials are permitted prior to arriving at the test site. However, during the exam you may not write in the reference materials.

You need general liability insurance to obtain and maintain an HVAC license in West Virginia, and the required limits depend on the license type and the expectations of the West Virginia Contractor Licensing Board.
Core Requirement (State-Level)
Licensed HVAC Contractors are required to carry at least $300,000 in general liability insurance as a condition of the licensure.
Practical / Industry Standard
Although the legal minimum is $300,000, most commercial clients and jurisdictions in Virginia expect $1,000,000 per occurrence. This higher limit is commonly required in cities like Charleston and Huntington and for commercial or energy-sector HVAC work.
Technician-Level Licensing
For HVAC technicians (not contractors), some licensing guides specify:
- $500,000 per occurrence / $1,000,000 aggregate general liability coverage
- Plus workers’ compensation (if you employ others)
Additional Insurance Requirements
- Workers’ Compensation-Required if you have one or more employees
- Surety Bond– HVAC technicians/contractors must carry an $8,000 surety bond.
- Commercial Auto Insurance-Required if you use vehicles for business operations
Steps to Obtain Your License
- Complete Required HVAC Training: Accumulate at least 2000 hours of HVAC-related work, training, or apprenticeship to qualify for technician certification.
- Obtain EPA Section 608 Certification: Earn federal EPA 608 Certification to legally handle refrigerants; Universal certification is recommended.
- Pass the WV HVAC Journeyman Exam: Take and pass the state HVAC exam with a minimum score of 70% to demonstrate technical competency.
- Submit Your License Application: Apply through the West Virginia Division of Labor with proof of training, EPA certification, exam results, and required fees.
- Maintain and Renew Your Certification: Renew your certification before expiration and stay compliant with any continuing requirements to keep your license active.
